responsive Chief Minister Shri Ashok Gehlot.
Central security forces Jawans
should also get the benefit of gallantry award.

In my issue of January 1 of Bhabhak, a news report was published
regarding corruption in crop
insurance. This is a matter of
satisfaction that this edition has reached you and you have
acknowledged the receipt of the newspaper and I am sure you have
read
it. Since important Dak is reaching you is evident from your
letter of
acknowledgement. It shows that officers of the CM office are
also
becoming responsive. It is only for your responsiveness that I
am
writing this letter to you and I hope that you will solve the
problems
of the security forces.
As you know that the President of India presents gallantry
awards to
the personnel of Army, Police and Central Reserve Forces. Since
these
gallantry awards are decided after long scrutiny hence many
state
governments have declared allotment of land and giving cash
awards.
The state government of Rajasthan gives this facility to the
bona fide
residents of Rajasthan. I want to bring it to your kind notice
that
government of Rajasthan is not including the Central security
forces
under this scheme. As you know that Central security forces
includes
central para military force, border security force, CrPF, ITPB,
CISF,
Armed border force, Assam Rifles and National Security Guards.
As per
principle Jawans of these forces who get gallantry awards should
also
get the benefits declared by government of Rajasthan but it can
be
termed as apathy of the bureaucracy that this facility is not
being
given to the jawans of the central forces. The question that
rises is
that when this facility is being given to the personnel of army
and
police then is why not given to the jawans of central forces.
Let me bring it to your kind notice that when central security
forces
raised this issue the revenue department of the state government
issued a notification on November 19, 2009 to include the
central
forces under this scheme. This notification of the revenue
department
is defective because this benefit will be given only to them who
get
gallantry awards after November 19, 2009. As you know that from
the
Ind-Pak war of 1971 to today, Jawans of heroic land of Rajasthan
have
risked their lives for the security of the nation. Many jawans
sacrificed their life. I want to ask you, the responsive chief
minister why this facility is not given to the gallantry holders
of
prior date of November 19, 2009. It will be termed as lack of
sensitivity that jawans of central forces have not received this
facility. Officers responsible for this lapse should answer
this. As I
believe that the jawans who fight the terrorists Naxalis at the
risk
of their lives should get their dues as a right and not as a
favour.
Not many people are willing to embrace death. Recently, I had a
meeting with one DIG shri Bhagwan Singh Rathore of CrPF group I
who
told us how much injustice the government is doing with him.
Having
heard his sad story, I believe this matter has not been brought
before
you earlier otherwise the revenue department would not have
issued
this defective order of November 19, 2009. For you kind
knowledge DIG
Rathore belongs to the heroic land of Rajasthan and he was given
a
gallantry award because he challenged the terrorists in
Chattisgarh.
Due to an explosion by the terrorists his hearing is affected.
With
this open letter I am bringing this problem of the security
forces
before you and I hope you will take immediate action by removing
the
red tapism.
